I believe strongly it's an accident and its only the consequence of the out of control of the scooter and quad situation.
They are now the kings of the road. There is no limit of their stupideness.
And on the French and Dutch Side the position of the police is "laissez-faire".
They all know that most of the scoot are stolen, but they say: Yes he is riding a stollen scoot, but if we take back the scoot, he will steal another one tonite.
The Law also say's : the parent are responsible for their child acts unless they are 18 (French Side). Enforce the law, Prosecutor should sue the Parent and their Child, and half of the problem will be solved.

No Civilisation can protect herself from the Assholes - you can just expect their exessive speeding will make them land on rocks and after some time in an hospital, they may be change their behaviour.
