I'm not going to write too much about it tonight, other than to say, this should generate plenty of comments, and who knows, maybe an investigation? Or is that just wishful thinking? I think it explains much about the island's overdevelopment and Roy's Rubber Stamp permit program.

The exclusive is difficult to read as it overlaps with the rest of the site.
From what I can make out, seems that Windward Roads (not Windward Islands Roads) is with 51% of a company. (one cannot read the rest of the sentance)
with our EXCO Commissioners. Please try to display your exclusive more clearly.
Would help to make the letters larger as well.
I have heard about the shiny new red cement trucks driving around the island, maybe this is the company that the exclusive is reffering to?

I not sure why, but for some people their browser does do this, with the right hand column appearing behind large photos. For me and many others, the side bar moves down the page out of the way. Flipper needs to look into fixing this, if it a problem with the site, if it needs some tweeking or if it you the reader needs to make an adjustment to your browser. Perhaps a reader out there will know what this is about and how to fix it.

The document is widely typed across the page, if it gets reduced anymore then it will certainly be unreadable, if it gets enlarged then it will mess more with your sidebar. I could post it sideways. :)

Here is the main paragraph for those who have problems with reading it.

Based on the information gathered by Fred Vrolijk in a meeting today. The partners involved in Central Mix Concrete NV include WIndward Roads - 51% and Roy Marlin, Theo Heyliger, Toochie Buncamper and Ivan Havertong equal shares of the remaining 49%.
Interest in the portable plant in Cupecoy include Mr Casaubon, Mr Louis Laveist and "Babaie" who is Laveist's family in law. (Anyone know what Babaie's real name is.)

Now that all the politicians on the Friendly Island of St. Maarten have entered the concrete business given the way government works it is only a matter of time.

What this last line before the graph means I don't know. Only a matter of time till what exactly? Under the graph there is a note that states Central Mix Concrete NV and Windward Roads work together.

On a related note. I have heard that the construction company R. Marlin Housing is indeed Roy, but in the hands of and run by a family member, I hear a brother from Aruba.

I hope this helps those who are having difficulty reading the document.

The Island Concrete ownership is pretty old news, except that William Marlin may also be involved. A lot of the more enlightened companies try to keep all the parties under the tent so to speak, so that they are covered in case of a change of government.
The guy who put the island concrete deal for these guys was aressted going through Miami airport on a trip from SXM, as he forgot to check his firearm, that he had brought from SXM. This was soon after 911 and got quite a bit of attention as he was originally, albeit wrongly thought to be a terrorist!

What do you mean old news? Who are you protecting? I do not recall it was reported anywhere that our elected officials have shares in cement / concrete companies. Projects pop up everywhere without serious planning. It now all makes sense. The more the better. More concrete means more money for the old boys club. More money they can stash until they are done destroying this Island and ready to enjoy their pension somewhere far away from here. I think it is downright criminal and it needs to be stopped. Indeed maffia tactics. It warrants an indepth investigation. If this and other corruption rumours remain without investigation people will start to think that crime does pay. Voting these bastards out is the least we can do.

This also is no old news to me. This is bombshell stuff and has to be on Gracita's debate questions. See them squirm out of that one.

They already know crime pays that's why so many of them have their greedy snouts in the pig feed trough. (sorry to insult the pigs).

And do we honestly believe for a second that Stortelis, the Netherlands Representative here on SXM, isn't aware of these claims? Someone should send that to him as well. Is it any wonder our government got a nasty shock when they went to Holland for more freedom to continue to loot the public purse, and Nicolai slapped "higher supervision" on them instead. They have won a Pyhrric victory, and time will prove it so.

Flipper, you can add to your laundry list of election promises, that we also need a Elected Persons' and Family Beneficiaries' Pecuniary Interests Declaration which must be sworn at the beginning of their terms in office, and heavy jail terms for purgering themselves.

If I do not see these hard questions asked in this election campaign, I will not be convinced of any party or candidate, no matter what they claim or who they are aligned with. Of course I don't expect this bunch of slimy politicians to answer those questions, but the questions MUST be asked, and we must demand answers from all concerned.

Flipper, this is not exactly election issue material but it must see the light of day beyond this web site. What can we do?

Otherwise where do we go from here? Do we allow this to rest or do we as a web community try to open this and other Mafia style politics that we have going on?
Is it a fact that it seems that any concrete company who wants to do business must involve a Commissioner in order to obtain licenses and permits? If these Commissioners did not own concrete and cement companies before they went into office, then this is considered MAFIA STYLE GOVERNMENT!
This is how organised crime works, people. This is most definately not good for St.Maarten. Can PE somehow send a copy of this exclusive to the Governor General in Curacao? As I doubt if our Lt. Governor, our police and our prosecutor will do anything, worse yet, our Daily Herald prefers to front page the opening of WESTIN.

The Daily Herald it seems has been turned into a tourist friendly newspaper brochure, with openings of WESTIN, front page marketing for Saint Martin, tourist bureau using their journalist for art judging. every day pictures of carnival village and Back Street on-going works. With the Daily Herald getting paid advertising from WESTIN and Aquarius and other large developments where cement is needed from the local Commissioners cement companies, we will never see any harsh reality words used to expose the truth.

So my question is, what do we do about this exposed document? Can we send it to Vigilante or La Prensa in Curacao and let them print the truth? The truth is that we now know why we do not have a policy for the Great Salt Pond, the truth is that we now know why not one Commissioner says a word about controlled development and using the word MORATORIUM on large scale developments.
Could they also be playing a game where they play with developers? So if a developer wants to build, do they then require the developer to buy concrete from their plant otherwise no permits ? Think about it, this far more dangerous than anyone can imagine, this is Mafia style corruption.

I dare the Daily Herald to even mention this issue brought forward by your exclusive, I dare them, because it is seemingly popular with their reporters that they treat Commissioners with a soft touch. As was written by msn-news.com some time ago. Bibi wrote that the reporters are merely secretaries, just jotting down notes spoken by the Commissioners.

It has been a while since the TDH has brought any hard hitting news to the fore, sure we pay attention to Minister Nicolai but if we as a society do not rid the island of the corruption then we will have a sweet banana republic down the road and no mother Holland will come help us. And TDH is considered part of society, so they should do their part!

Now while it is being circulated that the foreign journalists are being targeted by Commissioners, their papers not being renewed, their status in jeopordy, the paper should report this as well, otherwise we see now what is happening. Journalists on the island being intimidated and not standing strong with issues. Easier to just write nicey nicey stories about roundabouts, tourist office marketing and art contests, island beautifications and thats what you get a tourist brochure. We have many of those already no need for more thank you.

So please if the dailies are not writing the exposing stories, then it is up to us as bloggers to keep exposing the truth and tryi to get the right authorities to investigate.

Don't you see they are on the pay line as well? Haize is in bed with the heavy contractor guys. These big mouth guys like Haize and Reed like sticking around the heat to see what bones and scraps they can get thrown their way.
They were the ones - yes the Haize was standing next to Toochie Meyers saying that the pond at Dawn Beach had to be removed because it was filled with dirty water.
What makes you think that the unions gives two hoots about whether the Commissioners have shares in a concrete company? All they care about is if the Commissioners can set them up with giving them work with using their heavy equipment and most of all set them up with large developers because they prefer to get paid sideways than to represent the workers true interest.
Get real! did you not notice how Roy Marlin threw them a nice bone with the latest car crushing company? A company that was set up 1-2-3 with available land and everyhting so fast?

Almost every talk show host flavours their show with their political party goodness.
This island has big problems with;
A; corruption-which is becoming a threat to our security of becoming a nation.
B; political party partisanship, also a threat to our security as we are heading in the direction of politics seen in Guyana, Trinidad and Jamaica.
People do not see for themselves the truth, they prefer to be part of a gangsta' bandwagon, sxm people are followers.
Many do not take the time out to find out the truth for themselves, they much more prefer to be part of a winning group.

Now I read your comment and I empatize with you and your feelings, you seems to have a beef with Government, Lawmakers and Breakers and the Unions. So I guess the only person to rectify this is you, so put your name behind your statements.
I agree that there is bullshit going on on St. Maarten but talk is cheap, and that is all activists do...
Guyana, Trinidad and Jamaica as you mention has seen corruption crime that is no secret, have you taken a second to compare the size of Guyana to SXM, let me be kind enough to give you the figures 83000 square miles against 16, where have you been this long with the solutions.
Since you have all the answers I guess you are on the electoral list for April 20 after SXM need someone with honesty, integrity and knowledge, I hope you are that person.

No one has to give their name here, it is not names that is important but what is said. The comment is quite spot on, the Unions, Haize and Reed are just as descibed, blowing whichever way the wind blows to suit themselves. Corruption, nepotism and back scratching are endemic. Regards to other countries, they really don't matter because we don't live there, we live here. How they deal with crime, or don't, is really quite moot. If I compare SXM with Haiti then we are living in Paradise.

If you are from the island and you know it's history then you know very well why SXM does not have a very strong activist movement. Decades of fear, fear of being ostracized, fear of being sidelined, fear of not getting work, of not getting permits, or not getting education for your children. In fact, in the 60's 70's and 80's many people who were activists were driven from the island because they couldn't get work and got tired of being spat on by DP supporters.

That fear is being broken down, this site is about helping people to find courage to voice opinions and ideas, to share information and open minds. It will take time. Running and maintaining this site as a library and resource to the island is not just talk, it's alot of time and work. Just so you know.

Every country and island should have a site like this where the common people can expose the dirty games that are going on. This has to stop if we want to move into a next level of government. I guess many people in the ruling gov. are visiting this site to see how they can nail their opponents but dont worry their time will come. Justice will prevail. Before the 30th of May 1969 when they burnt down Curacao they had the paper called VITO which expose all the dirty things that was happening in those days. The outcome was that the people got so fed up and they took the reigns in their own hands. We dont want to go so far but we need to expose what is wrong on this island.

It is indeed a shame the way govt treats the merchants in the back street. Before starting with the remodelling they should have involved the merchants in order to be able to execute the remodelling of the back street in such a manner that it would not affect the whole of Back street. It should have been done in stages. But again election is up and they want to show what they are doing for the business community. What about Dutch Quarter, Cay Bay, Union Farm and all the other areas where the real people lives. I guess road construction is good for the concrete industry and now that we know who are involved in the concrete business all makes sense.

Willy was not the founder. The founder was Stanely Brown and another person. In my younger days I used to visit the helfrich plein in Curacao where all the actions took place leading to 30th of May 1969. I dont trust Willy at all. There is a lot more that can be exposed if the people are willing to come out of their cages. Continue with the good work and hopefully one of these days you will get some financial injections in order to spent some time on research work. This site has to remain as it is. It is all about the truth no matter which politician or political party is involved we need to expose it. Good job

You are right Willy is not the founder, he was the 3rd President and in fact went to jail in Curacao in defense of Labor laws and exposing some things on that island...
Right now there is no one to trust, everybody is looking out for themselves. One writer said that the heavy equipments, join hands with Willy, let me say this much they are local businessmen who are being shafted by government and I will expound on this... The PJIAE expansion and Koop Holding, left out locals completely... This is no hearsay we know that and it was because of Willy speaking out "loose cannon" that these guys were able to get a piece of the pie. In the begining it was Windward Road...

Does this sound funny to you all... This is the same man who is in charge of Youth Affairs.... Put together a Youth Policy Plan and had a big fan fare and NO MONEY is allocated for it in the budget...... Eyes open Yet....Has anyone been wondering why youths are so rebellious and there is so much immorality in society??

Thank you again for the feed back. We really need to publicize this site in the media and on the radio in order to bring these issues to the attention to the people. We cannot to have these kind of people in power. It is tough because it is only a few of us are willing to share these things on the net because we are not afraid and ready to confront the issues. Just the other day I read in the paper how NA and DP supporter are accusing each other about the education sector. I would like to recap the following on education:

-We do not have a functional vocational education system for which reason we have a problem with supplying the various sectors that is needed to keep sxm going. A couple a years ago there was almost 10 mil in the books for a vocational school. Ask the government how come we did not get that project going. When you read the papers there is a constant complaint of the teachers in connection with various issues which need solution. This has been going now for years and nothing happens. It is indeed time for a change.

-Social Care: Louis is a joke. There is absolutly no policy on social care neither transportation. Past commissioner Ferrier came in and went out the same way without bringing any positive changes. The same things is happening to Louis. These guys are a set of jokers. There so much we can add to these but I would like to see a system whereby each one of us can add their information to the file of this particular person in order for the people to be the judge. The site should also have the option to deal with question and answer for those seeking to be informed.

To the writer of Founder, my eyes are open and you have just enlarged my pupils as well. Good points and also good points and corrections brought forward by the previous writers regarding Willy Haize.
The PJIA/ KOOP thing, why did they not hold a protest to the actions of PJIA? is it that Haize tries to get only his own people work in the contracting field? and not for the entire group of contractors? The reason I bring this up is because I heard from someone back in the day who was invloved with the PJIA Italian scandal that was the trick that Haize and those guys pulled.
In any case, your synopsis of Laveist is on target, but let us not forget that the "main" reason that laveist does not want to be stripped of his work permits portfolio is because this is what he uses for making money.
He terrorisses foreign bussineses - if they want to bring in foreign workers, pay him first and all permits will be granted.
This is the control Laveist has with keeping foreign bussiness in line, at the same time he preaches that he is for the local workers, but he is busy selling the employment place reserved for locals to foreigners.
Big people in the know say that when you see his assistant Roberto going around to businesses, look to see where the envelope is. People have seen Roberto at the WESTIN and CARAVANSERAI and Indian establishments during wortk hours. The envelope thing is normally done by assistants to commissioners the same big people say.
In any case, it is refreshing to read the comments from people who knows especiailly from back in the day of Curacao so that we all get the correct picture of what is going on.
This site is great as one can see immediately read when party politics is being spewed as compared to other writers just wanting the truth.

It is good that people start acknowledging the facts as to what is happening, you asked if Willy Haze did not find work for everybody, if AVS News and I beleive there was a newscast called SMNN News can dig up their archives it will show where Willy was fighting all the way for all local workers.
Right now the United Federation Union where Haze is an advisor has 3 court cases against PJIA all of which he is fighting for local youngsters to keep their jobs.
The Little Europe case which has been highly publicised is another feat that needs to be acknowledged with Local attorney Reynold Groenveldt who is UFA Labor Lawyer fighting for local workers on St. Maarten.
I am not telling you Haze is an easy man or good man, what I am saying he is a DP man who is fighting against labor injustice.
As for Louis and his team of assistants, the truth will come out and one good advice even phones today have cameras and I think Private Eye woudl do great with some photos of the envelopes. What is needed is the photos of where he was picking up all the furnitures at Devi Little Bay and taking it for his family members and supporters.

Here we go again. Election time means promises, mudslinging and accusations of wrong doing. Its the same every couple of years. Change the date and the players and the tune sounds the same. I have no time for people that feel free to make accusations about others when the people making the accusations don't have proof or worse have proof and don't take the steps to prosicute.
Now is the time to put up or shut up. If someone has proof of wrongdoings publish it so someone else can do something about it or talk to the prosecutor or the RST or someone that can do somethiong about it.
Otherwise its just talk and it indirectly means that you are willing to accept the wrongdoings. You'll bitch and complain but you won't do anything about it.
Hearsay and gossip mean nothing. Only prosecution and jail time will make a difference.

You get the whole story about his involvement in Curacao and other sites relevant to his name and other involvements. We are not given out lemee that is why I prefer to refer people to the actual sites in order for them to decide for themselves. Willy is not a problem for me as a monkey knows which tree to climb.
