DEN HAAG/WILLEMSTAD, zondag - De onlangs afgetreden Nederlandse topman van het openbaar ministerie (OM) op de Antillen, Cor M. wordt er door justitie van verdacht tegen betaling gevangenen op vrije voeten te hebben gesteld.
Ook heeft justitie aanwijzingen dat de Nederlander strafrechtelijk onderzoek naar bedrijven heeft gesaboteerd en documenten heeft vervalst. In ruil hiervoor zou hij geld hebben ontvangen van verschillende bouwbedrijven. Die zouden eveneens een huis voor hem hebben gebouwd.
Cor M. werkte tot 2001 als officier van justitie in Den Haag en werd vrijdag op de Antillen gearresteerd toen hij in zijn auto wilde stappen. M. was tot dit jaar als OM-topman gedetacheerd op St.-Maarten, St.-Eustatius en Saba. Hij werd in april door de Antilliaanse justitietop uit zijn functie ontheven.
Toen werd gemeld dat M. aftrad om gezondheidsredenen. In mei keerde hij nog terug naar ons land, om als aanklager voor het gerechtshof in Den Haag te gaan werken, waar hij echter in september alweer vertrok.

De arrestatie van het hoofd van het OM wordt door de recherche niet los gezien van een brandstichting in het gerechtsgebouw op St.Maarten, begin dit jaar. Het gebouw vloog in brand, kort na het besluit op Curaçao dat een corruptieonderzoek zou worden ingesteld. Toen werd een aanzienlijk deel van de justitiele administratie op het eiland verwoest en gingen ook enkele computers verloren.

De afgelopen drie weken werden op St.-Maarten bij verschillende bouwbedrijven invallen gedaan door het Recherche Samenwerkingsteam (RST) onder leiding van de Nederlandse officier van justitie Rip.
In maart, nog voor zijn ontslag, lag de Nederlander ook al onder vuur, na berichten dat het OM geld aannam. De lokale krant Vigilante schreef dat buitenlandse gevangenen meermalen hun vrijheid hadden gekocht bij Cor M. en een collega-officier. Zo zou op 21 juni vorig jaar een Uruguayaan na betaling van bijna 6000 gulden zijn vrijgelaten. In 2003 en 2004 zouden zich zo zes gevangen hebben vrijgekocht.
Aanvankelijk verklaarde justitie dat bij de vrijlating regels verkeerd waren toegepast, waarbij niet te kwader trouw was gehandeld. Het OM beriep zich onder meer op een stortingsbewijs, waaruit zou blijken dat het geld was gestort bij de griffie. Ook dit bewijs zou nu zijn vervalst.
Volgens het College van Procureurs-generaal in Den Haag, ligt de verantwoordelijkheid voor het corruptieonderzoek geheel bij het Antilliaanse openbaar ministerie. “Sinds de heer M. als officier aan het werk ging op de Antillen, viel hij niet meer onder ons. Het is een ex-werknemer.”
