The New Govt Building

Some of you may remember that is was Louie Laveist who was the main spokesperson and Exco member in charge of the New Government Building in Philipsburg. Informed sources tell me that 'Pinnochio" Roy has now taken over.

Why? Well, I don't know all the details, but I'll tell you what I have heard below....

Unfortunately the announcements and news reports about the 'deal' with the Trinidad construction company building the project were before we here at SXM PE started saving and storing news. I did find a few and there may be others cached away somewhere in here, I've listed them at the end of this post.

If I recall correctly, the 'deal' was that the developer would finance and build the project and the government would pay for it over 10 years or so, with the building then becoming the property of the govt.

Unfortunately, there appears to be a screw up with the contract and there is no provision in it for maintenance. Add to this the reports we have of shoddy or poor construction and problems with the building and you can see why this may be a problem.

To fix it, the Government is now looking at buying the building outright. However there appears to be something sketchy going on with the amount to be offered/paid and a survey report still needs to be done, if in fact it will be. I hear Roy fancies himself as a real estate surveyor and doesn't need the survey.

Like I said, I don't know all the details, but from what I hear, something sketchy is going down with this project. Efforts are being made to cover up poor decisions and screw ups. Perhaps some of you readers will know more and share it with us?

As to be expected, the new Govt building, like the Airport, has very little in the way of energy efficiency and as far as I can tell, no cistern either.

Well, this monstrosity was too expensive to sell it to the public, hey wait...

Louie ask to make it cheaper, so they did:
- no generator
- no parking lights
- no street lights
- no air condition
- change a little bit of standards and voilà

we "saved" some millions, right?

At the end 14 millions fro an empty shell. It will be 25 millions to finalize it.

From what I've heard, a pretty good brand and make I'm told. But I would add no solar, cistern and limited parking to your list.

Upper level/roof g'ment building

Dont' forget that the entire "upper level" (the original roof) of the government building was not supposed to be as such: it's the original roof partially made into a level for additional offices. Space was needed as the original building was too small to house the entire "country SXM government" (great planning from government eh?). Numerous changes have been made since without them ever being made public.

Approx. 2 years ago, Louie the man of action went to Trinidad to collect his "negotiating fee" from the Trinidad building & financing firm and since then the public never really heard from him again. Trinidad did not want to burn their hands on a goverment that is not well known for paying their debts, so a deal was made for the government of SXM to take it over as per immediate. Also, this is something that the government failed to communicate to the tax payers who are paying for government's mistakes / misplanning as always.

The firm building it at present, actually does a pretty good job building the structure but can only build what they are paid for (or guaranteed to be paid for). Nothing more, nothing less. Government is shaving money from other projects, to finalize the entire government building + proxy buildings.
