Public Officials - Higher Standards?

Although a fairly new concept on St. Maarten, it is an accepted view in most developed countries that politicians and public officials should be held to higher standards than the ordinary public. So when a department head repeatedly drives drunk, has accidents and clashes with the police, you have to ask yourself if he is the right man for the job.

Kurt Ruan is the Head of New Works Development and Planning, a department that appears to have been created so that Theo can direct harbor money to statues and roundabouts, Carnival Village (or is it Festival Village now?) and beautification projects that he can get mileage from. Anyone here in the last elections can remember the numerous articles and photos of these projects in the papers.

But Theo, the harbor, New Works and EDC are really a subject for another blog post. This one is about Kurt and his alcoholism. Maybe in other countries they have it wrong, that such things would result in public apologies, promises to join AA and confront their problem, or resign. I understand AA meet at Mullet Bay every Sat and Sun around 8am, if we can confirm this then maybe at least someone can pass on the info on to Kurt or his buddy and boss, Theo.

Great Bay, St. Martin (March 1, 2008)-The Island Government of St. Maarten, the Department of New Projects Development and Planning, the Commissioner of Environmental Development & Property Management hereby informs the residents of St. Peters in specific and the public at large in general as follows.

As you may have noticed the streets throughout the district of St. Peters are currently in need of repair and have been for some time placed on the urgency list to be upgraded.

We are therefore pleased to inform you that for this purpose a project has been realized called the
“Project St. Peters Beautification”

This project entails the upgrading of the infrastructure of the district of St. Peters, and will include the reconstruction of the road, upgrading the sewage and drainage systems and beautification of the St. Peters road.

The pre-operational works for this project began on Monday, February 25th, 2008 and it is expected that the actual construction works will commence shortly.

The total duration of the project is estimated at thirty two weeks however the works will be done in three sections to allow public access to and from their homes. The estimated completion of this project will be in the month of September 2008.

In an effort to facilitate the traffic situation in this regard, a temporary solution will be put in place, whereby the traffic between St. Peters and Philipsburg will be affected.

Traffic to Philipsburg will be diverted via the Marigot hill road (this will become a one-way traffic only) towards L.B. Scott road
Traffic to and from St. Peters will be deviated through Mesapple road.
Please note that on the 3rd March 2008 the St. Peters Road up and till the first intersection (Basketball court) will be closed for through traffic.

school time traffic

I guess Monday morning we will see how the traffic will flow during school drop offs.
The cul de sac area is the most congested area on the island due to most of the large schools in this area. To make matters worse, not one of the schools have a proper parking area for the large school busses. Traffic is not only from the large amount of cars but from school buses having to stop in the middle of the road for drop offs.

What is the point with this posting. What is Dr. Voodoo trying to say? As I understand correctly, K.R. is placed on in-active duty for having an accident with a government car when drunk. In my opinion this is a proper measure and hardly important news. It certainly doesn't deserve a seperate blog. Why didn't Dr. Voodoo start a post on lawyer R.Z. when the same happened to him? Or is the point alcoholism in general? I doubt that.

Can we please use PE for important matters, like corruption, environmental abuses and other problems in this society? And focusing on certain people, it might be better to research the whereabouts, interests and habits of people like K.R. and Theo in relation to these problems.

If only to point out how low our standards of accountability and responsibility are in our public officials. If it wasn't mentioned then it would probably just disappear and and be forgotten about, until he ends up killing someone. But you are right, there is plenty to be asked about Theo and Kurt when it comes to the issues you bring up.

Hady, Anon brought up a relevant point when he pointed to lawyer R. Zwanniken who's wife was driving drunk, he sitting next to her and she slapping a police officer. To make matters worse she then is hauled into the police station kicking and hitting police officers.
But, I think the case with Kurt R is different as this was not his first drunk driving and verbally assaulting officers on the scene. Indeed Kurt needs mandatory AA treatment. He is a government official in a very high position. Such is not the case with lawyer Z and his wife. Kurt is also the same individual that had charges brought against him some years ago by a young Dutch man who claimed that Kurt tried to rape him or raped him. Kurt spent time in jail for this. So he should have learned his lesson that his position is crucial in society and he should not have frequent run ins with the law as this gives our government officials a very bad name.

Shark dive excursions

Sorry but I could not find a thread dealin with the following. Referring to this article:

During a shark dive excursion in the Bahamas a man is bitten by shark and subsequently dies from the injuries sustained. SXM has similar shark excursions where they are fed. Is this a disaster waiting to happen here as well?

Shouldn't these types of excursions where people willingly put their lives at risk (they have to sign a no-claim waiver of course) be regulated more?
