Paula Country Inn Makes Rectification on Newspaper Article - 28th September 2007

St. Peters: - Owner of Paula’s Country Inn who is now in bed suffering from a broken leg told SMN News that she is not pleased with the article published in the Daily Herald yesterday as several parts of the letter has been omitted by the reporter.

Busby said she did not do an interview with the reporter but instead she gave the reporter a written letter as well as her receipts. The elderly woman who is the mother of head of VROM Delano Richardson said that she cautioned the reporter that she did not want anything from the letter changed, which the reporter she said gave her full guarantee that the contents of her letter will be published as is, Below is the full content of the letter written and signed by Paula Busby:--

Dear St. Maarten,

My name is Paula Busby informing you of the following:

Commissioner Roy Marlin

I called Commissioner Roy Marlin on the 25th of January 2007 at about 1:30 pm on behalf of the Head of VROM and family about their pre-booked KLM airline tickets that Lets Travel said was not paid for. Commissioner Roy Marlin told me, Paula Busby owner of Paula’s Country Inn, to do him a favor because he was going to the airport to leave the island. He then gave me the Island Secretary Joane Dovale-Meit telephone number, and told me to, “call her and tell her he said send a Government travel voucher to Lets Travel for the tickets for the Head of VROM and his family.” She listened to his order and then she told me, “Roy can not do that because Roy does not have the power or the authority by himself to tell me to do that.” I then called Commissioner Roy Marlin back and informed him that, “Joane said, you do not have the power or the authority to decide that on your own.” Commissioner Roy Marlin got very angry and said, “who the F…she think she is, to say I don’t have the authority, I am her commissioner, I am calling her right now. In five minutes I am going to call you back.” Commissioner Roy Marlin called me back and told me, “I am going to pay Lets Travel for the tickets, and he asked me also to house the Head of VROM and his family in my hotel - Paula’s Country Inn, for two months, because there was no reservations at the Tamarind hotel for the Head of VROM and his family. So call Delano and let him know that all is taken cared of” I then called Lets Travel to confirm what Commissioner Roy Marlin said and they told me that Commissioner Roy Marlin called about the tickets and that they will be paid. The Head of VROM was informed by me that the pre-booked KLM airline tickets had been taken cared of and that the hotel arrangements have been made for you and your family. The next day, the 26th of January 2007, the Head of VROM and four children arrived on St. Maarten and came to Paula’s Country Inn to stay for eight weeks, two months [56 nights]; to be fed and to have their laundry taken cared of as asked for by Commissioner Roy Marlin.

I want my money

I made up a bill on the 26th of January 2007, and sent it in to ‘Personnel Organizatie and Informatie’ to the attention of Mr. Rudy Richardson, Head of VROM Government coordinator. And I waited, and waited, and then I went in to the Personnel’s office. And Selma, who had taken over the Head of VROM case, informed me that government was only going to pay for six weeks and were not going to pay for this and that, and had me write up another receipt. Both the first receipt and the second receipt have not been paid. I went to Commissioner Roy Marlin’s office and told him what Selma said about the six weeks and not wanting to pay for this ant that, and he told me, “no they have to pay you for two months – 8 weeks, plus all the extras.”

I then returned to the Personnel Office for the second time, where Mr. Speld, the Head of Personnel, was too busy speaking with friends in the open office, to talk to me. I waited and I cursed about my money. And finally he made some time, but with a very negative attitude towards me. He listened about my bills, and then he looked at me and asked me, with a negative attitude – a few times, “whot is Delano to you?” Like I was playing some tricks on the government. I told him, “Paula’s Country Inn is my business I did this job and I need to be paid.” He just looked at me and told me his time is up, and said I had to leave. Paula’s County Inn housed and fed the Head of VROM and family for two months as instructed and my original receipt stands, I need my money.

The 26th of this month September 2007 makes it eight months, and they still Paula’s Country Inn have not been paid. “Mr. Speld never in my life has anyone treated me as disrespectfully as you have. On top of the $13.200, 00 bill [Naf. 24.187, 80] that government owes me, I need my money and they will have to compensate me in addition Naf. 1.000,00 per month until this bill is paid. I am in business for more than 30 years, for Mr. Speld to make me feel like I want to steal government money because I am a local and not a Dutch business person. Why do I have to beg Mr. Speld, Head of Personnel, for my hard earned money, as if it was his money, it is mine, I worked hard for it and I want my money? All of it! Government must pay me my money! Thank you for reading this information and giving me your time.

Philipsburg: - Officials of the Personnel Affairs of the island government said they are not in a position to release any information to the media or rather any third party concerning the bills they did not pay owner of Country Inn Paula Busby. However, an official at the department who do not want to talk on the record says that one has to know the relationship with Country Inn to the government Civil Servant Delano Richardson.

Paula Busby, owner of Country Inn says that she is the mother of Delano Richardson who was recruited from Holland to come and work as VROM department head. Asked yesterday why she had herself involved in the recruitment transaction with Commissioner Roy Marlin and her son. Busby said that the Commissioner went to her home in December and personally wanted to congratulate her when Richardson decided to accept the job from the island government. She further explained that she even refuse to shake the commissioner’s hand when he visited her because she made it clear that she neither her son would get themselves entangle in any type of politics with the commissioner.
Busby said that the commissioner is the one who chose to make the necessary arrangements through her because he claimed he could not get in touch with Richardson in Holland. “At one point I personally did not trust the commissioner with what he was saying, she said if anyone wants to find out if what I am saying is the truth all they have to do is contact the island secretary and the airline and they will make the necessary clarifications.” Busby said.
Asked if she felt that the reason she is not paid by government has anything to do with the fact Richardson is her son, Busby said that has been the argument from day one, she asked how much education it would take anyone to know that a persons business has nothing to do with their children.
The Proprietor of Country Inn said that she also housed a Civil Servant working at the VROM when he was recruited from Holland. “The Civil Servant whose name she provided she said had the option of staying at Great Bay or Little Bay Hotels but he made it crystal clear to the island government that he wanted to stay at Country Inn because it is located next to his grandmother.” Busby explained. “This other civil servant is like my son also because he grew up in my home” Busby said she provided three meals, housing and laundry for that civil servant and was paid without any difficulty. The difference with Delano Richardson she said he had his wife and four children and the bill is higher.

Meantime, Delano Richardson who was suspended from his job by the executive council on September 4th went back to work last Thursday after a judge turn over the suspension citing lack of evidence from the island government. Richardson told SMN News that ever since he went back to work on Thursday, his superior Joseph Dollison refused to turn over his vehicle keys, laptop and other keys which would allow him to do his job. Richardson said that a meeting was scheduled three times on Thursday and all of them were cancelled and another one was scheduled for Friday.

Richardson when contacted yesterday for follow up said that he was called into a meeting on Friday, he said he went to the meeting with his assistant and surprisingly Dollison had the government legal advisor and his legal advisor in his office who were suppose to sit in the meeting. Richardson said that Dollison never told him that he would be having lawyers in this meeting that he wanted prior to giving him full access to work. “When I see this I told all parties involved that I would not be meeting with them if my lawyer was not present and theirs are present.” Dollison he said then turned over his laptop, but to date he still does not have his keys and his vehicle to get to and from work. Richardson said that Dollison told him the purpose of having government legal advisors is because he wanted to outline his job scope and what he would be doing as head of VROM. “I already know what my job entails, all of this was discussed prior to me taking the job in the first place” Richardson said. He confirmed another meeting is scheduled for today, and that he would be seeking advice from his lawyer prior to attending the meeting.

“According to the judge I am suppose to be working and all Dollison has to do was give me the tools I am supposed to work with”. Richardson said. He said at one point of the day Dollison threatened him when he went to enquire when would the meeting take place and when his working materials would be turned over to him. “When I went to Dollison he threatened me and I have all of it on tape.” Richardson said that he is already thinking of the possibility of taking Joseph Dollison to court. SMN News made several telephone calls to Dollison’s office for a comment but he could not be reached. .

Dear people,

I stayed at paula's inn long enough to know that she is very greedy. She tries to make easy money on Dutch students with providing them with a shitty place to live for a lot of money. She charges extra for every small service. she even charges her own son. The only reason dutch student still stay there is because it is difficult to get a place to live on sint maarten while being in holland. It doesnt suprise me to read an article like this.

Dear readers,

In my honest opinion Ms. Busby is a greedy woman that wants to make money out of housing her own son. Isn't it so that a real mother would be more than willing to house her own child in special times? Why does she have to make money out of it?

And even IF she wants to make money out of housing her own son, which is her right if she wants to, why does it have to cost $ 13.000??!!! Everyone who has seen Paula's Country Inn with his or her own eyes can figure out that Delano's stay in her "hotel" (read shed) is not worth that amount.

For that money Delano could have stayed in a better hotel! Pauls is just greedy and wants to make a lot of money in a easy way. Not only on the back of her own family but also of the students that she houses.

When I read your comments it makes me want to vomit my guts out. The Civil Servant that Paula housed never stayed at no other hotel. This was confirmed by The Civil Servant who belivies that when he was young and growing up Paula Busby fed him. and his mind why should he allow a white foreigner to make money on him. Secondly, You seem to have a grudge on Paula Busby. What issues are about Government not Paying Country Inn. Get it clear thiis woman is running a business and she has to pay taxes...Will Government spare her taxes that she has to pay. Another point when Delano and his wife and four children was in Holland, Paula was not taking care of his bills, he was working and doing it himself.

$13,000 for me is chicken feed to house, feed and do the laundry for 6 people. Seeminginly you have not lived in the real world. Another thing is that Roy Marlin told the owner of Country Inn that Government have to pay the entire bill as long as he could find a home.

Do you know that they decided to write a checque for Delano Richardson because they want to get away from their responsibilty. Delano does not own Country Inn and he had no arrangements with Paula Busby. You need to do some reseach yourself because you are talking plain BS. UNLESS THIS IS ROY. AND IF IT YOU TELL THE PEOPLE THAT YOU HIRED DELANO BY NOT FOLLOWING THE RULES OF LAW. WHY WAS DELANO MADE A PERMANENT EMPLOYEE AND NOT HAVE CONTRACT LIKE EVERYONE ELSE... WHERE IS HIS RESOLUTION. Ms. Busby is referring to some who works at ROB as head. Well, this person stayed at Great Bay hotel for almost three months after returnig from Holland, and after this period they rented an apartment at country inn. So, that's different.

allowing comments like this are exactly why no one takes this site seriously...and yes, there are those that do..... because the idea behind this site is great. the actual follow through is horrible. If you made your points without degrading people you would get further, instead all you do is make people see that name tossing and annoyance at their own life achievements are the sole motivational factors for a lot of the posters here. Whenever i get "linked" to this site, it's always by a colleague that says: " hey, check out the crap they saying again, they really got it in for xxxxxx ". To pung the local slang: "you all so tired....tired and bitter".

You are right, degrading people does distract from the issues and points, it also turns people off, like yourself. However, I want to make remind everyone for about the 100th time, that one user's comment or opinion does NOT represent the other 996 registered users of this site.

Readers are quite tired of your tired and bitter attitudes towards freedom of speech and yes I am one who quite think that our current crop of leaders are pulling the people along without any long term planning nor intellect to get laws updated and many new ones started.
While the economy looks good from the outside, it will explode into ruins very fast if this current over development, crime and the immigration problesm are not solved soon.
In my honest opinion I doubt if any of the crop of leaders know how to solve anything, they just wait and see what happens and whatever happens they blame it on someone else. So who should be blamed for the near expiration of the dump? uhm??? lets see... Roy?
While Theo upgraded Frontstreet his long term planning stopped when he had to take parking garages into consideration. So what now? no parking anywhere to get to town to enjoy Frontstreet and Backstreet.
Roy gave away a piece of land to the owner of Old street to build a parking lot.... nothing as yet. Do you really believe the owner had plans to build a parking lot or a parking gargage? nah man, he wants to build another Old Street and god knows how he thinks people will get there with their car to enjoy shopping.
Anyways, allow freedom of speech to reign and if it was up to me I would make daily cartoons of these clowns we have elected into office.

Parking is a HUGE issue. absolutely, but the people in st.maarten need to stop being lazy and learn to WALK for a bit to get to work. I much rather the frontstreet now with the sidewalks making it impossible for it to be the way it used to be before: tons of cars up on the "sidewalk" making it a daily occurence for some cars not being able to pass and then having to track down the owner of the cars. Do we need more parking? absolutely...build more of those pond side parking lots. they a) don't really take up that much more of the pond b) the tourists (who are used to walking) make use of them, and we need to as well. and as for mr. old street deciding to make another old street vs a parking lot...put your money where your mouth is and prove it.....car parks...especially paid ones...make a LOT of money. hell, if I had a piece of land in town and some capital, that's what i would do....freedom of speech is one thing....making a mockery of it is another. Sorry "Hady". Also, "Hady", where are all YOUR solutions? instead of drawing cartoons as you would wish, how about drawing up some schematics / blueprints / proposals /studies ....... instead of yapping your mouth off like a spoiled brat...you are just trolling a site that unfortunately shares a lot of your views so it's pretty much accepted. but that's the right of this site...so c'est la vie, more power to them. but i would LOVE to start seeing some actual advice, some actual factual data that can be put to good use...bipartisan use. instead of oh ...Roy this...oh Theo that.

First of all, I am not Hady. Why in gods name would I take my time to provide blue prints when we have elected politicians to do this work for us.
I am guessing you must be one of the slow learners as you state that government should provide parking pondside as it does not take up more of the pond anyways. Now keep in mind that this site was made for freedom of speech and politicians are accountable to the people-all people not just the ones that elected them.
I am quite tired of the DP fans that come on board of websites and try to kill the freedom of speech, if you guys had any kind of balls you would be listening to what the folks are saying and trying to please the people instead.
No one said that the current Frontstreet is not nice, it is very nice, but Theo failed to provide parking in the over all package.
This could have been done by approaching locals and others that own property and offer them a deal for building a parking garage.
There is absolutely no need to fill in more of the Pond for parking, but ofcourse the DP fan who doesn't look beyond his nose would disagree with anything and everything that is brought forward as an idea that most probably would not be supported by the DP Politicians.
Please allow freedom of speech to continue, the way how things are on SXM I fear the worse when we achieve this so called separate status.
Politicians are public elected officials and are open for debate, scrutiny and criticism and even jokes.

I almost deleted the last line of your post, then decided to leave it. It wasn't really called for and dimished your post, like Hady's Roy is an ass comment. It's not easy moderating, but calling other users of this site names or making personal insults is not welcome.

I think Hady made it clear that he has written about these issues before and offered up many solutions, still no appology from the poster who called him a brat with nothing to contribute. Many other posts in the past from him and other writers have also offered up solutions and suggestions to the islands problems along with criticism.

The concept of this site is to encourage intelligent discussion and debate, opposing views are welcome and any user who included facts and information to support their view or opinion will likely get more attention and respect from other readers and users than those who don't. So please, everyone, engage in discussion and debate and leave out the insults.

Delano also has to check his self, because again carrying an Ir title don't mean that your qualified, but it's when you can get the job done!! Quite frankly I believe that if people are talking "kaka" that one has the right to say so. Free speech but within limits. There are many ways that lead to Rome, and therefore many way to express your sentiments.

As for Delano and his mom, anyone ever asking who is the father? Oh yeah, we done know: Mr. Fried. See........ all a lot of bad talk.

Hady should not have called Roy an ass. But he is free to express his opinion and if other readers think less of him for it then that's how it goes. Like it or not, criticism is part of being a politician, they work for us and are accountable to the citizens and taxpayers of this island.

If Roy were to come here and respond then such name calling would not be acceptable.

The actually note he put about refraining from being rude to other users was in response to a comment telling someone to 'get their shit straight', it seemed they were saying it to another user when in fact they seem to have been talking to Delano. It can get confusing around here sometimes.

The study "Bouwkunde" that Delano Richardson attended consists for a very small part of so called technical drawing. Depending on the final direction one chooses it is: architecture, building technology, urbanism, real estate & housing. Which are all topics that are very useful on St. Maarten.
But the writer of the post is right. An academic study does not create a good manager for a VROM department, nor does it guarantee high moral values or political skills. In Richardson's case the academic background is probably not the problem, but his "quick adaptation of the local culture" after some years in the Netherlands.

Why did'nt Delano Richardson take up a position at Sxm Houising Foundation instead of VROM? After the direction which he choose was mostly architecture, ... which is needed at sxm Housing Foundation and not at VROM department. Because at this point and time VROM needs an experience head with a bachelor or master degree in environment, spatial planning or management to run the department, and someone that was appointed because of political reasons. Again it's not only about the titles it's about the Know How and the knowledge to get the job done!! At this time Sxm is in need of proffessionals who is constantly developing(upgrading) there skills, and not people that say they can get the job, but don't HOW and wait on Holland and out siders for assistance!!!

You're right 100%. But hey, this is St. Maarten and it is mostly about connections and friends and being born here then about skills, knowledge and experience. Which is a pity. The only thing to do is wait until the system collapses. So, to all people living on St. Maarten, wake up, start a protest, do something!
