If Peyton really wants to get down to the nitty gritty of fine details in permits, then he should realise that the building permit for his project is on top of that list. For starters he can tear down the third floor that is illegally built and the issue of the ownership of the beach should be resolved once and for all, according to federal decrees and laws.

When was it he established himself here again? We thought there were regulations to stop people with criminal records opening businesses.
