You answered very well and I understand what you are saying.
I would imagine that anyone setting up a Foundation that they would like to pass on to others to run in the future is going to have to make very strict bylaws to the board regulations. If the founder wants the original goals to be upheld that is. Perhaps by setting conditions on who can be a boardmember and how they can become one.
I still think there must be someway to form a membership, which will bring an income to a Foundation such as yours. Perhaps not granting rights to vote for board members but giving some monthly newsletter or something.
