Indigo Bay vs. Delano Richardson (VROM)

Today I read on the front page of Daily Herald that Head of Vrom, Delano Richardson, has been suspended as of yesterday for his role in the Indigo Bay granting of a letter of comfort. See here.
On SMNN, I read a completely different side of the story.

So what is the truth? I know that SMNN is not really accurate a lot of the time, but the same can be said of TDH and The Today newspapers for that matter.
It's rumored that Richardson was not famous within the department and especially with senior officials as he would not put his OK on projects that did not follow the necessary procedures and/or according to certain policies.
Maybe that is exactly why he got a (temporary) boot: he was becoming too difficult for certain higher up who have secret agendas.
