Bobby's Land grab

Bobby now says that he will be filling his water rights. Is this legal?
His original plan called for 2 piers to accomodate the travel lift and no filling of the lagoon. Now he proposes filling 8000 sq meters of water rights leaving a slot for the boats.
He has promised not to build much on this filled land but he also promised not to fill the lagoon.This is a blatant land grab from the people of Sint Maarten.
The days of the Lagoon are surely numbered if this is allowed to happen.and the Island will have lost a priceless resource.
