Andre Patrick knows his stuff, the man is a wealth of knowledge and experience and it will be a great loss when he retires. If I am reading this correctly then Orient Express Hotels have built the new road without ensuring that the road exchange was certain. Perhaps Roy "permits are frivolous details" Marlin has made some deal here? Does he have the right to promise or negotiate away a public road for the benefit of a developer? Isn' t there a process involved here?
