Crime is Roy's business

To be fair, as Tourism Commissioner crime is Roy's business and therefore the discussion here on crime is relevant.
But to stay on topic, how Roy came to be able to live the jet set lifestyle is a crime in itself.... if the authorities would have the guts to investigate the huge accummulation of wealth in such a short span of time by Roy and his buddies.
