The FBI needs permission

While the FBI is a mighty force in the United States of America, they do not have authority to just go into any foreign country. St.Maarten is part of the Netherlands Antilles which forms part of the Kingdom of the Netherlands. While the island looks American and English is the language most commonly used, the island is not American and cannot be subject to an outside-foreign force such as the FBI without permission from the Minister of Justice, Prosecutor General and the last word from the Netherlands.
Whenever a Dutch citizen is missing in the US, do you ever hear of the Netherlands putting pressure on the United States government to enter the US to do conduct their own investigations? In fact, there are many missing persons in the US that the FBI has allowed to go cold and unsolved.
This Leta case, it is a mystery, I have not met one person as yet on the island that knew her. I would place my bets that the husband needs some more interrogation. The FBI for sure can moniter him in the US or a private detective can be hired to trace his tracks.
