New French status and taxes

"Fleming gave as one example, the car tax which is not payable on French St. Martin. This would have to be implemented in the new status, he said, because “nobody is going to fix your road for you; you have to fix the roads for yourself; the roads will belong to the collectivity.”
He also added that there are a lot of people residing on the island who do not make any kind of contributions in the form of taxes. “How do you intend to run an administration without the means to do so?”
