Who is lying about the bidding process? Roy or Barendson?
Even with taking over all these costs it's a good deal for who exactly? Air-Fin or the people of St. Maarten.?
Enerserve have offered to upgrade the plant, GEBE are capable of running it, they will have ownership in less than 3 years. GEBE are also capable of getting financing to build a new plant in Point Blanche and also the storage tanks that are needed. All of which Roy should have done long ago. With ownership of the plant, GEBE's profits will shoot up, because Enerserve will no longer be in the middle. Water is a steady sell, income is guarenteed to GEBE to finance the projects.
It's a bullshit deal that no expert, with the best interest of the island and it's people would support. Perhaps we should ask UNESCO about this deal too?
